POSITION DESCRIPTION:
The Payroll Examiner 2 (PE2) is responsible for processing a payroll of approximately 1,100 employees in multiple collective bargaining agreements, a 24-hour basis workforce, temporary/per diem/part-time and other non-statutory employees and numerous work locations. The Payroll Examiner 2 performs the full range of payroll processing tasks and activities as the workload requires for the preparation of the payroll or making payroll determinations.
Primary Duties and Responsibilities
Duties include, but are not limited to:
o review & interpretation of control agency bulletins, o develop internal procedures to implement control agency directives, o advise staff & agency employees verbally and in writing, o certify payroll for submission to the control agencies using a variety of queries, internal controls, and reports to confirm that all payroll submissions are complete and prepared in accordance with applicable NYS laws, rules & regulations o monitor volume of transactions, miscellaneous payments, taxes, and deductions, o train and assign staff as needed to complete work accurately within established payroll deadlines, o receive and respond to written & oral communications from the Office of the State Comptroller, the Division of the Budget, the Governor's Office of Employer Relations and the Dept. of Civil Service regarding payroll and time and attendance issues. o respond to questions and advise staff on an ongoing basis regarding payroll issues, o create and monitor compliance within time frames for completion of payroll work to meet deadlines, review all transactions for determination of appropriateness and accuracy, o supervise subordinate staff, write probationary and evaluation reports, approve leave requests, address disciplinary issues. o Other duties as assigned

Salary Range:
From $56227 to $67791 Annually
Minimum Qualification
Permanent/Contingent Permanent/Provisional Permanent
Qualifications:
Candidates must currently be a permanent Payroll 2 OR be reachable on the current Civil Service eligible list Transfer
Qualifications:
Candidates must be eligible for transfer under Section 70.1 of the Civil Service Law. Provisional
Qualifications:
Candidates must have one year of permanent competitive service as a Payroll Assistant, Payroll Examiner 1, or Payroll Clerk 3 or in a clerical, keyboarding, or paraprofessional title- in an office environment- allocated to Grade 12 or higherEstimated Salary: $20 to $28 per hour based on qualifications.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
