POSITION DESCRIPTION:
The Plant Superintendent will be responsible for the physical plant management of campus and community properties owned/operated by New York State. In addition, this position is responsible for planning and supervision of maintenance operations, construction, and renovation projects within the Region. The Plant Superintendent will report to the Supervisor Plant Operations and Maintenance.
Primary Duties and Responsibilities
o Oversees implementation of policies and procedures related to physical plant operations and maintenance. o Inspects renovations, new construction, and maintenance repairs ensuring compliance with applicable codes and Agency regulations. o Develops an annual capital budget plan incorporating renovation, utility replacements, handicap accessibility upgrades, and fire safety improvements to meet the operational program needs. o Works directly with architects and engineers on the development of infrastructure upgrades and modifications. o Works directly with Fire Safety Representatives, Safety and Security Officers, Capital Services, and Emergency Management Coordinator to ensure occupancy standards, applicable codes, and Agency regulations are not compromised. o Supervise renovation and construction work performed by in-house and outside contractors. Verify workmanship related to compliance with industry standards while adhering to contract documents and specifications through plan review and site inspections. o Direct supervision of maintenance staffing and management of workload via computerized work order program. Develop and maintain manpower reports, preventative maintenance schedules, backlog management, and an environmental compliance platform. o Ensures maintenance staff development by providing training which focuses on health and safety, occupational hazards, as well as, enhancing skills sets necessary for career advancement. o Requires daily travel within the district. Will also require some travel within NY State for training and to assist other districts with special projects. PREFERRED
Qualifications:
o Obtain NYS Uniform Building Code certification within one year of appointment. o Working knowledge of Microsoft Word, Excel, and other related computerized programs. o Working knowledge of the principles of supervision. o Working knowledge of applicable agency standards and of appropriate building and construction code regulations. o Working knowledge of safety policies as they relate to occupational hazards. o Ability to train and supervise others. o Knowledge of the proper use of tools, machinery, and equipment utilized in building trades. o Ability to read and interpret plans, diagrams, architectural blueprints, and specifications. o Candidate will be required to obtain asbestos supervisor license. o Valid NYS Driver's License.

Salary Range:
From $89674 to $112624 Annually
Minimum Qualification
Posted Hiring Salary includes the sum of statutory hiring rate ($88,161) and Mid-Hudson Adjustment ($1,513). The Mid-Hudson Adjustment ($1,513) is also added to job rate ($111,111). For permanent appointment:
Employees currently reachable on the civil service list for Plant Superintendent A or a current Plant Superintendent A eligible for 70.1 transfer. For provisional appointment:
Qualified employees of New York State who have had three months of permanent competitive or 55-b/55-c service as follows:
Either A. as a Plant Superintendent B Or B. as a Building Maintenance Supervisor 2, Maintenance Supervisor 2 (Building), Maintenance Supervisor 3, Maintenance Supervisor 4, Energy Conservation Technical Specialist, Plant Superintendent C, Plant Utilities Engineer 3, Plant Utilities Engineer 4, Public Buildings Manager 3, Senior Building Maintenance Assistant, or Supervisor General Services Plant Utilities 1. Non-State Employees:
1. Eight years of experience in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant. This experience must include responsibility for at least two of the following areas:
? Management of daily plant operations including procedure development, budget planning and workforce allocation, efficiency, and enforcement of codes and standards. ? Capital planning of construction/rehabilitation projects. ? Contract management of building maintenance/construction/rehabilitation projects and grounds. Or 2. An associate degree in Construction Technology, Construction Management, Engineering, Engineering Technology, Facilities Management, Facilities Management Technology, or Plant Utilities Technology AND six years of experience as described in Option 1. Or 3. A bachelor's degree in Construction Technology, Construction Management, Engineering, Engineering Technology, Facilities Management, Facilities Management Technology, or Plant Utilities Technology AND four years of experience as described in Option 1. Qualifying management experience includes the supervision of employed and/or contracted staff in trades engaged in the operation, maintenance, construction, or rehabilitation of a physical plant in a setting listed above, or a power plant; the development of plans, specifications and estimates for alterations and materials, and contract negotiation, approval, monitoring, and closeout. Experience:
Custodial or janitorial services; experience working in manufacturing/machine maintenance, grounds keeping, security, or transportation; or experience performing clerical work. If you are appointed provisionally, you must take the next scheduled civil service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retainedEstimated Salary: $20 to $28 per hour based on qualifications.
